The first question is what is meant by ‘Smart City’. What are features of smart city?

The answer is that there is no definition of smart city that is universally accepted. It means different things for different people. Hence, the concept of a smart city varies from city to city and country to country depending on the level of development, desire for change and improvement, resources of the residents of the city and their aspirations. As such, the smart city would have a different meaning in India, such as from Europe. There is one way to define a smart city in India too.

This mission requires certain technical boundaries to guide cities. In the imagination of any city in India, the smart city picture contains a desired list of such infrastructure and services that describes its level of aspiration. To meet the aspirations and needs of the citizens, the urban planner ideally aims to develop the entire urban ecosystem in a manner that is reflected in the four pillars of comprehensive development – institutional, physical, social and economic infrastructure. This can be a long-term goal and cities can work towards creating such a comprehensive infrastructure incrementally, adding a layer of ‘smartness’.

In the vision of the Smart City Mission, the objective is to promote cities that are basic and provide a quality of life, clean and good environment and smart solutions to its citizens. You can consider all as features of smart city. It has a focus on static and inclusive disorder and the idea is to focus on smaller areas as well, to create a model that will serve as a deep pillar for other unconventional cities.

The government’s smart city mission is a daring new puzzle, its objective is to set examples that can be emulated both within and outside the smart city that will inspire the surgeons of the smart cities in the states and parts of the country.

The basic infrastructure (Features) in a smart city is included in the elements.

  • Sufficient water supply.
  • Exhaust of power supply.
  • Cleanliness, including solid waste management.
  • Excellent Public Transport.
  • Affordable housing, especially for the poor.
  • Strong IT connectivity and digitization.
  • Good governance, especially e-governance and citizen participation.
  • Sustainable Environment.
  • Safety and the head of the citizens, especially of the elderly of women.
  • Healthy and willing.

As far as smart resources are concerned, a detailed features of Smart city list is given below,

Accordingly, the purpose of smart city is to realize the development of local areas and use of technology, especially technology that can achieve real milestones, promote economic growth and improve the life of the people, to transform the matched areas from area development to better planned cities. Including physique will be successful. Smart city means such cities where there will be good water and electricity. Along with this, facilities like cleanliness and waste management, excellent means of transportation to and from the city, technical connectivity, e-governance, security of citizens, participation of citizens in governance are available.

New areas will be developed around Sahero to employ the growing population of the Sahari regions. With the help of smart solutions, we will be able to use technology information and data to improve the infrastructure and services, thus improving the quality of life.

Employment will be created and income of all the people will increase and hence there will be increase in the income of poor and neglected people, which will make them inclusive.

What is the smart city project of the Government of India?

The way the population of our country is increasing, people have to migrate to cities for employment. But let us have only four five metros. The load on these metros is increasing day by day. Our metropolis has become a symbol of dirt, bad air, contaminated water.

Therefore, for the proper development of the country, development of every part of the country is necessary. The Smart City Mission is the effort of the Government of India in this direction.

Government of India is trying to build at least one smart city in every state. When there will be good cities in the state, everyone will benefit from the employment of the youth and the peasantry.

For the all round development of the country, proper development of both village and city is necessary.

Ujjwala, Swachh Bharat Mission, Smart City Mission etc. are efforts made in this direction in India.

For your reference,

It is true that only 31 percent of our total population lives in cities, but about 65 percent of India’s total GDP comes from them. It is believed that in the next 15 years, about 75 percent of our total GDP will be earned from cities. This shows how much importance cities have for our future economic development. This is the reason why Prime Minister Narendra Modi has targeted to develop 100 cities as smart cities. Of course, this is just the beginning, but with better efforts, this ambitious task can be completed. The importance and need can be understood by the Modi government taking up this scheme in the beginning itself. It is necessary to consider here what is the real intention of a smart city? There are all kinds of views on this. While some people are advocating the strong role of information and communication technology, others are discussing the aspect of its sustainability. Similarly, some people are insisting on increasing efficiency with the help of private sector to provide services, while others are talking about inclusive development so that everyone can benefit from it. Similarly, some people are emphasizing on the availability of services all the time, while some people are asking to pay attention to the quality of services. It is necessary to clarify what things make a city smart.

Smart cities should also create jobs along with encouraging economic activities. There should be enough electricity, water, house, transport system, health facilities, opportunity to do new things and all other necessary facilities so that people can be attracted to live here, but the question is how to do all this? While investment in additional resources is done in normal cities, the emphasis is on better utilization of what is already available in smart cities. For example, in such cities, attention is given to minimizing wastage of water or electricity. In this system, the existing system of electricity rates also needs to be improved so as to discourage unnecessary use of electricity. For those using less electricity, its rates should be low so that the poor can get the benefit of it, but those who use more electricity should be charged a higher price. For example, it is misuse to turn on AC and keep blankets covered all night. Similarly, money should be taken according to the usage of water. Price rates should be determined according to the number of drains in the house and the use of green toilets should be encouraged.

As far as the transport system is concerned, such a system should be made in the smart city so that people can travel easily, but for this the cost of energy and pollution is minimal. For example a car needs 40 square feet of space on the road whereas a person sitting inside the car only needs 4 square feet of space. Most cars carry only one passenger. This means that 90 percent of the space used by the car is wasteful. This excessive use of roads is seen as a traffic jam. Smart cities can prevent this by efficient use of roads. For this, they can motivate people to walk or cycle on roads instead of cars or any other vehicle. It is worth noting that the South Korean capital Seoul has got rid of the expansion of roads by discouraging individual vehicles. In London and Singapore, all the fees are charged and parking rates are also high, with the usage of road money charged. Such integrated systems have been created in cities such as Barcelona to minimize travel distance and most of the journey can be completed without vehicles. In this sequence, if traveling long distances, public means of transport are essentially used instead of cars. Public transport networks in smart cities should be ensured and at the same time there should be such a system that the use of cars is more difficult and expensive. Smart cities should not be limited to widening of roads or high highways. Excess solid waste is also released from cities. For this, such methods should be adopted to help reduce them. Separation of these wastes at the site itself can make them easier to reuse. Smart cities should really be able to reuse all their waste. In addition, it is necessary that smart cities are able to extract the cost of facilities and services offered to the people. It is not limited to levying higher rates, but is associated with the efficient use of things. For example, carrying only 10 people by a 60-seat bus is not efficient use.

Running the metro where there are enough buses or relying on buses where the metro is needed does not make us smart. As far as technology is concerned, it is related to improving services and reducing wastage. With the use of technology in radio taxis, we will be able to avoid keeping it empty and the needy will benefit. Being smart in this way means better use of what we already have, not an expansion of waste. It is related to convenience and better living of people, which includes good education, health, entertainment, home and other things. It is clear that smart technology is a tool or medium, not a goal in itself.
